ITESLJ has a little bit of everything. Activities for practicing the 4 skills and short research articles about ESL. You will have to spend time searching for what you want, and not everything on the website is great but you might find some interesting material.
Website has posts on using digital technology. A lot of useful information for fans of flipped learning.
Larry Ferlazzo writes an education blog for ESL/EFL teachers and ELLs. A lot of good useful information but you'll need to make time to search through everything that is available.
If you want to make your own rubrics this is the place. Some sample rubrics already exist which can be customized further. Check the 'Writing' menu to see what's available. The tool is free.

Teach-This has many well thought-out ESL/EFL teaching activities free of charge. A paid membership gives you access to additional activities.
